It replaced two UK-wide payments for Scottish residents:

- It does not replace the Winter Fuel Payment (which is for those aged 66+, and still has a separate Scottish element)
The WHP is automatic: if you're on a qualifying benefit, Social Security Scotland identifies you from DWP/HMRC records and pays without any application.

Universal Credit conditions: Not all UC recipients get WHP. You only qualify on UC if you're also receiving:
- The disability element (Limited Capability for Work or LCWRA)
- The carer element
- The child element with child disability premium equivalent
A single adult on standard UC without a disability, carer, or child element does not automatically qualify for WHP. This is different from some other Scottish benefits.
